玉环市国有建设用地使用权公开出让公告

根据《中华人民共和国土地管理法》、《中华人民共和国城市房地产管理法》、《中华人民共和国城镇国有土地使用权出让和转让暂行条例》、《招标拍卖挂牌出让国有建设用地使用权规定》、《招标拍卖挂牌出让国有建设用地使用权规范》以及《浙江省国有建设用地使用权网上交易规则（试行）》等有关规定，经玉环市人民政府批准，玉环市自然资源和规划局决定公开出让1幅国有建设用地使用权。现将有关事项公告如下：

一、公开出让地块的基本情况和规划指标要求。

二、本次出让地块竞买对象

中华人民共和国境内自然人、法人或其他经济组织均可单独或联合参与竞买，若竞得人为非玉环纳税企业，须在玉环注册独立法人房地产开发企业并在玉环纳税。

三、出让方式

本次地块按现状条件以“竞地价+竞无偿返还住宅建筑面积”方式挂牌出让。设定最高限价7700万元人民币，若竞买报价在最高限价内，则按照最高报价确定竞得入选人，若竞买报价达到最高限价，则转入竞报竞买人无偿返还政府住宅建筑面积，并以竞报无偿返还多者确定竞得入选人。竞得人取得竞得入选人资格后5个工作日内须先与芦浦镇西塘村股份经济合作社签订《芦浦镇西塘区块BLP031-0509地块回购协议书》，再与我局签订《成交确认书》及《国有建设用地使用权出让合同》；若地块竞买结果有无偿返还政府住宅建筑面积的，竞得人取得竞得入选人资格后5个工作日内还须先和芦浦镇人民政府签订《监管移交协议书》，再与我局签订《成交确认书》及《国有建设用地使用权出让合同》；竞得人须在《国有建设用地使用权出让合同》签订之日起三十日内付清土地出让金，按规定缴纳契税和印花税，土地出让金不含市政基础设施配套费和项目建设的其他规费。

四、操作途径

本次地块的国有建设用地使用权挂牌出让均通过浙江省土地使用权网上交易系统（https://land.zjgtjy.cn/GTJY_ZJ/go_home）进行。申请人须办理或持有有效的数字证书（CA认证），填报相关要求，并按要求足额缴纳竞买保证金，方可进入浙江省土地使用权网上交易系统参加网上挂牌出让活动。

五、本次挂牌时间安排

1、报名时间：参加竞买的竞买人申请可在2021年9月16日至2021年9月27日，按《浙江省国有建设用地使用权出让网上交易规则（试行）》和本地块的挂牌出让须知有关规定办理挂牌申请手续（竞买保证金缴纳截止时间为2021年9月27日16:00时）。

2、地块的挂牌时间具体如下：

芦浦镇西塘区块BLP031-0509地块挂牌起始时间为2021年9月16日9:00时，挂牌截止时间为2021年9月29日9:00时；

竞买保证金到达指定账户时间以银行信息系统记录到帐为准。以上其余时间均以浙江省国有建设用地使用权出让网上交易系统服务器时间为准。

本次挂牌出让的详细资料请参阅《挂牌出让文件》。《挂牌出让文件》及地块相关资料，竞买人可以登录浙江省土地使用权网上交易系统浏览或下载，并按上述文件规定的操作程序参加网上竞买。

（四）竞买人不应在检察机关有行贿犯罪行为记录或在政府部门公布的失信人员名单之列。竞得入选人通过资格审核的，方可最终确定为竞得人。

（五）本次出让地块，地下建筑面积不计入容积率，地块内地下空间主导功能为配建停车位，不得作为商业用途开发建设，地下建筑面积和深度不限。

（六）本次出让地块，地块内应按套内建筑面积不少于地块住宅总建筑面积的3‰且最低不少于50平方米的标准无偿集中成套式配建居家养老服务用房，验收合格后无偿移交给芦浦镇人民政府管理并办理不动产首次登记。

（七）本次出让地块，由芦浦镇西塘村股份经济合作社以4300元/平方米的价格回购商业建筑面积1500平方米，回购涉及相关税费由竞得人负责缴纳。

（八）本次出让地块不设保留价。
